Domenica 13 marzo si sono svolte le elezioni in Kirghizistan, e ne è emerso un risultato che non ha nulla di nuovo: vince le elezioni Askar Akayev, già vincitore delle elezioni nel 1991, 1995, e 2000. In pratica, dal giorno del crollo dell’URSS, ha sempre vinto lui le elezioni. Anzi, per essere precisi, le vinceva già prima. Infatti già alle elezioni del Soviet Supremo kirghiso del febbraio 1990, dopo molteplici votazioni, venne eletto presidente proprio Akayev. Fisico e scienziato di ottima fama.

Akayev, figura molto ambigua nel panorama politico dell’Asia centrale, si è dimostrato da subito un ostinato riformatore in senso neoliberista: ha ristrutturato l’apparato esecutivo per adattarlo al proprio liberismo politico ed economico ed ha intrapreso riforme che sono considerate le più radicali tra tutte le repubbliche dell’Asia centrale.

Alcune di chiaro stampo di tipo occidentale, altre invece in grado di riscuotere molti consensi anche a livello internazionale, è il caso della moratoria alla pena di morte emessa nel 1998.

Di estrazione culturale sovietica, con il passare degli anni ha mostrato un forte “spirito di conversione”, spostandosi su posizioni decisamente filoamericane, in una Repubblica nella quale la maggioranza della popolazione è musulmana sunnita. Nell’agosto 1991 il Soviet Supremo Kirghiso proclamò con riluttanza l’indipendenza del Kirghizistan. Sei settimane dopo, non essendovi altri candidati, Akayev fu rieletto presidente. Alla fine del 1991, il Kirghizistan entrò a far parte della Comunità degli Stati Indipendenti. Nel 1994 Akayev e il suo programma economico ottennero mediante referendum la piena fiducia popolare, riconfermata alle elezioni svoltesi all’inizio del 1995. L’anno seguente il Kirghizistan firmò un accordo di non aggressione con tutti i paesi confinanti: Russia, Cina, Kazakistan e Tagikistan.

Nelle elezioni tenutesi il 30 ottobre del 2000, il presidente è stato rieletto con quasi il 75% dei voti ma il suo successo è stato offuscato dall’accusa di brogli, che non è stata tuttavia accompagnata da prove. L’anno seguente il Kirghizistan ha dato appoggio logistico all’aggressione militare contro il vicino Afghanistan e nel 2002 è stata costruita una grande base aerea degli USA nei pressi di Bishkek.

Inoltre, assieme a Russia, Bielorussia, Kazakistan e Tagikistan, il Kirghizistan partecipa all’istituzione di un esercito congiunto in grado di contenere, secondo i piani di Putin, l’instabilità che affligge l’Asia Centrale e i paesi del Caucaso.

Dopo le elezioni dello scorso 13 marzo, si ripetono le accuse di brogli nei confronti di Akayev. Con la differenza che ora l’opposizione si fa sentire. Una folla di 3000 sostenitori del candidato dell’opposizione Ravshan Zheyenbekov ha addirittura preso in ostaggio il governatore del distretto settentrionale di Talas, Iskender Aidaraliyev, chiedendo la revisione in tribunale dei risultati del voto. Altri 4000 manifestanti si sono riuniti nella città di Dzhalal-abad chiedendo le dimissioni di Akayev. I dimostranti accusano il governo di aver falsificato i risultati delle elezioni parlamentari che si sono tenute in due turni.

L’opposizione si è vista escludere dalle liste molti suoi candidati e ha ottenuto solo sette seggi su 75. Lunedì sera sono state cancellate le proteste in programma nella città di Uzgen, dopo che le autorità locali hanno accettato di annullare i risultati del voto. In queste ore si susseguono notizie di violenti scontri e disordini anche nella stessa capitale, Bishkek, fino ad un assalto al Palazzo del Governo portato avanti da sostenitori dell’opposizione e da popolazione della minoranza uzbeka. Al momento, sono ancora in corso disordini, ed il palazzo presidenziale è protetto dalle forze dell’ordine.

In ogni caso, si sta correndo il serio rischio di scivolare in una pericolosa crisi, se non addirittura in una vera e propria guerra civile, che andrebbe a rendere ulteriormente esplosivo l’attuale scenario dell’Asia Centrale ex-sovietica. Con il rischio che venga spacciata per crisi basata su uno scontro etnico tra musulmani e uzbeki.

Paese povero, desertico e montagnoso, ma strategicamente fondamentale per tutto l’assetto della regione asiatica, il Kirghizistan si trova ora tra i due fuochi di un establishment che ha governato in modo autoritario, che alterna l’avvicinarsi sia alla Russia sia agli USA, ed un’opposizione che non è per nulla unitaria, raccogliendo sia ex-comunisti, sia islamici, ma anche minoranze etniche e politici filo-occidentali.

Il governo di Mosca per ora resta a guardare l’evolversi tumultuoso della situazione, senza nascondere un grande interesse su quanto potrà accadere nei prossimi giorni.
