L’Europa nucleare si muove, in questi giorni, in direzione diametralmente opposta rispetto a quella italiana. Il sito della centrale nucleare di Zwentendorf, una cinquantina di chilometri a ovest di Vienna, verrà convertita per produrre energia solare. Il 5 novembre 1978 la popolazione decise, con un referendum, di rendere inattivo il reattore. Poi, nel 1999, la rinuncia all’energia nucleare venne direttamente inserita nella Costituzione. Ma di certo l’Austria non spende soldi per un lungo e difficile decomissioning, che comporta il solo smantellamento della centrale: tra qualche mese, le facciate della centrale, il tetto, parte dei 14 ettari adiacenti saranno ricoperti di pannelli solari, per una capacità totale di 730 megawatt. In tal modo, la centrale ex-nucleare di Zwentendorf contribuirà allo sviluppo delle fonti rinnovabili e servirà a colmare il ritardo dell´Austria rispetto agli obiettivi di Kyoto. In Italia invece si sta seguendo un percorso all´inverso: si preferisce tornare al nucleare e si alza la voce contro l’Europa quando ci ricorda gli impegni presi per la riduzione delle emissioni.
Intanto, la Francia intende procedere allo smantellamento delle installazioni nucleari di base giudicate non sicure. Lo ha dichiarato Andrè-Claude Lacoste, presidente dell’ASN, l’Agenzia per la sicurezza nucleare transalpina, secondo il quale ci sono le condizioni giuridiche e tecniche, anche se il processo sarà lungo. La questione dello smantellamento dei siti francesi è salita agli onori delle cronache con gli incidenti avvenuti la scorsa estate in alcune centrali del Paese, prima tra tutte quella di Tricastin. Infatti da quella centrale, ad appena 200 chilometri dall’Italia, è fuoriuscito del cobalto 58, con 97 dipendenti evacuati d’urgenza e 91 che hanno presentato segni di contaminazione al cobalto 58, un “metallo bianco” che entra nella composizione di leghe speciali, pneumatici e coloranti ma anche presente nei reattori. Si è trattato del terzo incidente nucleare nella regione nell’arco di due settimane.
Ad oggi in Francia le centrali nucleari funzionanti sono 58. Tutte le procedure di smantellamento dovranno essere autorizzate da un decreto governativo e avranno un costo medio di 250 milioni di euro. Ognuna di esse, come precisato dallo stesso Lacoste, “avverrà solo nel momento in cui non saranno più garantiti gli standard di sicurezzaâ€. I primi interventi, comunque, non sono attesi prima della fine del 2009. In Francia, la dichiarazioni di Lacoste hanno avuto una certa enfasi, anche alla luce di una notizia proveniente dal lontano Giappone: un tecnico di 43 anni è rimasto ferito in seguito a un incendio scoppiato nella centrale nucleare di Onagawa, nel Giappone settentrionale. Le fiamme, domate nel giro di un’ora, si sono sviluppate intorno alle 14.00 locali (le 6 del mattino in Italia) presso il reattore numero 1. Secondo una prima ricostruzione dei fatti, l’incendio sarebbe stato causato da un malfunzionamento del filtro nell’impianto di condizionamento dell’aria, dove sarebbero finite, provocando la deflagrazione, alcune scintille prodotte dagli operai, impegnati in attività di manutenzione.
Anche in Germania, le cose si muovono. Ogni anno, le scorie nucleari tedesche, trattate in Francia o in Olanda, tornano indietro, per andare nel deposito di Gorleben, in Bassa Sassonia, protette da eserciti di poliziotti. Anche quest’anno, il trasporto radiottivo è stato intralciato dagli attivisti antinuclearisti, che lo hanno ritardato stendendosi sui binari lungo il percorso ferroviario fino a Dannenberg. Gli avversari del nucleare, ed in particolare delle sue scorie, sono riusciti a far ritardare di quasi un giorno l’arrivo degli 11 container nel “deposito provvisorio” di Gorleben, un capannone recintato e fortificato, dove già se ne trovano 80. Da decenni. Con buona pace per la “provvisorietà ” del deposito. A fronte dei 5.000 manifestanti degli scorsi anni, quest’anno ad ostacolare le scorie ci sono state almeno 20.000 persone.
Come mai questo aumento di attività antinucleare in Germania? Il motivo fondamentale è la scelta di Angela Merkel, che è decisa a stracciare il piano di uscita dal nucleare concordato nel 2000 dal governo di Schröder, per cui i reattori tedeschi dovranno spegnersi entro il 2022, a seconda della loro data di costruzione e quantità di energia già prodotta. Quanto accade in Austria, Francia e Germania non viene enfatizzato in Italia. Come aveva già precisato il ministro italiano dello Sviluppo economico, Claudio Scajola, al momento del verificarsi degli incidenti francesi, si è trattato “di episodi sotto il livello minimo di pericolosità “. Lo stesso Scajola ha ribadito più volte che “la storia delle 340 centrali nucleari del mondo ben evidenzia come sia il sistema di produzione di energia meno pericoloso di tutti”.
Ci auguriamo che non serva un incidente grave per far cambiare opinione agli italiani e al Governo. Sembra che chi si occupa di politica dell’energia non abbia chiaro che le fonti non rinnovabili, come petrolio, gas, carbone, e per l’appunto il nucleare, nel futuro non si possono ricostituire, occorre investire, invece, su quelle che possono rinnovarsi. Ma forse l’entità degli investimenti non è tale da suscitare l’interesse della politica. Che ha interesse soprattutto per l’industria.
La mia generazione ha lottato negli anni Settanta contro il nucleare e pensavamo, dopo tante privazioni, di avere vinto questa battaglia e qualche altra battaglia come quella per l’aborto e per il divorzio. Che bella cosa ritrovarsi adesso non solo con Berlusconi, ma con le centrali nucleari in costruzione!
