L’Italia che inquina e nasconde la mano

Nel 2004, il professor Tullio Regge, del Politecnico di Torino, ebbe l’onestà intellettuale di scrivere tra le righe di un editoriale della rivista Le Scienze un quesito tanto interessante quanto attuale: chi è peggio tra gli Stati Uniti – che hanno rifiutato di ratificare il Protocollo di Kyoto – e l’Italia, che l’ha ratificato consapevole di non essere in grado di rispettarlo? Già, perché il nodo venuto al pettine in questi giorni di polemica con l’Unione Europea si riduce proprio a questo. Così, il resto dell’Unione vara un pacchetto climatico per la riduzione delle emissioni inquinanti, questo viene contestato dall’Italia; non per un’eventuale difetto nella difesa del clima, ma per i costi eccessivi richiesti alle industrie. Costi che naturalmente le industrie non intendono affrontare.

E’ un’Europa a due velocità, quella che si spezza sempre di più a Bruxelles, come a Strasburgo, come a Lussemburgo. Si è spezzata in passato sulle politiche verso l’estero, sulle invasioni militari nei Balcani, sulle missioni in Medio Oriente, ed ora anche sulle politiche ambientali. Un’Europa che vede da un lato alcuni Paesi che dal punto di vista della tutela del clima e dell’ambiente sono realmente, e non solo a parole, all’avanguardia; dall’altro ci sono Paesi, spesso entrati dopo nell’Unione, soprattutto provenienti dall’ex Patto di Varsavia, che scontano ancora oggi una forte arretratezza nella riduzione di emissioni di CO2, di metano, di diossido di azoto, idrofluorocarburi, perfluorocarburi ed esafluoruro di zolfo. Sono quei Paesi che, come affermato da Berlusconi, affiancano l’Italia nel contrastare il piano europeo di riduzione. A chiedere invece l’immediata applicazione della norma, i fondatori della Ue, Francia in testa, il cui presidente Sarkozy definisce “irresponsabile” l’atteggiamento italiano e annuncia che, comunque, il piano sarà votato a maggioranza.

A dire il vero, nei giorni scorsi Berlusconi è stato molto attento a dire che con l’Italia ci sono nove Paesi, ma anche a non dire che questi nove del “fronte del no” sono Estonia, Lettonia, Lituania, Polonia, Ungheria, Romania, Bulgaria, Repubblica Ceca e Slovacchia. In pratica, non sono precisamente i Paesi fondatori o i Paesi guida dell’Unione Europea, o quelli all‘avanguardia in campo ambientale. Sono invece i Paesi che hanno un buon motivo per dire no: sono arretrati nell’adeguamento tecnologico rispetto ai Paesi dell’Europa occidentale, sono quelli che non hanno ancora standardizzato le procedure ambientali, sono quelli che hanno bisogno di più tempo. Pertanto, il caso italiano è ben diverso da quei nove, ed anche le richieste hanno motivazioni diverse, non solo perché è certo che quei nove Paesi hanno meno soldi degli altri.

Almeno, rispetto a certi casi eclatanti del passato, stavolta l’esecutivo italiano sta giocando a carte scoperte. Stavolta niente demagogia vuota di significato, ma il vero motivo per il quale si dice no e, attraverso il ministro dell’Ambiente Prestigiacomo, si minaccia addirittura il veto: facciamo l’interesse delle nostre imprese, e non vogliamo che debbano aprire i cordoni delle borse, questo è il motivo, peraltro reale, addotto dal governo.

E’ qui che entra in gioco il quesito posto da Regge sulla più diffusa rivista scientifica italiana: la riduzione delle emissioni. Perché ridurre le emissioni costa, e molto. Il trattato prevede l’obbligo per i paesi industrializzati di operare una riduzione delle emissioni di elementi inquinanti in una misura non inferiore al 5% rispetto alle emissioni registrate nel 1990 nel periodo 2008-2012. La riduzione prevede il ricorso a meccanismi di mercato, i cosiddetti “Meccanismi Flessibili”, che hanno come obiettivo quello di ridurre le emissioni al costo minimo possibile. In pratica, si prefiggono di massimizzare le riduzioni ottenibili a parità d’investimento. Con questi meccanismi, vari Paesi del mondo, a dire il vero non molti, hanno iniziato realmente a ridurre le emissioni. Molti altri, la maggioranza, sono riusciti invece a sviluppare ulteriori attività industriali mantenendo costante il livello di emissioni, senza alcun incremento.

L’Italia invece appartiene ad un’altra categoria: quella, ristretta, dei Paesi che in questi anni, nonostante la firma e la ratifica del Protocollo di Kyoto, hanno incrementato la quantita di emissioni inquinanti. In pratica, mentre si aderisce ad un trattato per ridurre l’inquinamento in atmosfera, ogni anno inquiniamo sempre di più. In una logica sana, e non malata, sarebbe normale che chi inquina di più paghi di più per risanare le proprie malefatte ambientali: ma l’Italia, così come un bambino pescato in flagrante a fare una marachella, piuttosto che arrossire e chiedere scusa, promettendo di riparare, non solo nasconde la manina, ma preferisce difendere il proprio operato e dire un vigoroso no all’Unione Europea. Avremmo il dovere di pagare di più, dovendo recuperare di più degli altri, visto che abbiamo incrementato le nostre emissioni. Ma non c’è un governo che agisce con una logica caratterizzata dalla buona fede.

D’altronde, ci sono di mezzo i soldi per la riduzione delle emissioni, quindi i soldi delle industrie più inquinanti, industrie che per il governo vanno difese a spada tratta. Si tratta di lobby ricche e potenti, quelle delle industrie chimiche, petrolifere, farmaceutiche, estrattive e della lavorazione dei metalli. Quelle che inquinano, che dovrebbero pagare e ridurre le loro emissioni; ma per loro fortuna, o grazie al loro lavoro di lobby, hanno a disposizione un potere politico, un governo, che sembra essere piuttosto il loro sindacato internazionale.

D’altronde, di più non si può pretendere, visto che l’attuale ministro dell’Ambiente della Repubblica italiana non può certo difendere l’ambiente a scapito degli industriali; infatti è titolare del 21,5% della Fincoe di Casalecchio di Reno (BO), a cui si aggiungono la quota di proprietà del resto della famiglia, quella della sorella, e quella che detiene suo padre, vicepresidente di Confindustria a Siracusa. La famiglia Prestigiacomo, messa assieme, detiene la maggioranza assoluta dell’azienda, holding proprietaria al 99% della tristemente celebre Coemi Spa di Priolo. A sua volta, la Coemi controlla il 60% della “Vetroresina Engineering Development” di Priolo (SR).

Poi c’é la Sarplast, anch’essa dell’attuale ministro dell’ambiente. Fallì nel 1997 a causa di una serie di incidenti e malattie dei dipendenti e, nel 2000, finì sotto inchiesta da parte della Procura di Siracusa con un fascicolo che parla di lesioni colpose. Operai hanno avuto figli con malformazioni congenite, altri operai non fumatori con polvere nei polmoni, un dipendente morto cadendo da un traliccio e pochi mesi prima un altro rimasto gravemente ferito.

Un curriculum di tutto rispetto, per un ministro dell’Ambiente che è prima di tutto un industriale nel settore chimico e petrolifero, tra i più inquinanti in assoluto. Ma si sa, in Italia il conflitto d’interesse è ormai una cosa priva di senso, altrimenti non avremmo anche un ministro del Lavoro, con delega alla Salute, marito della donna che dal 2005 è direttore generale di Farmindustria, l’associazione che promuove gli interessi delle industrie farmaceutiche.

Così, il governo italiano ha deciso di schierarsi con se stesso, a scapito dei cittadini ed a favore di chi inquina, per un mero calcolo economico, e con una miopia non solo ambientale ma soprattutto politica che resterà nella storia, e non solo dell’Italia. Mentre il resto d’Europa cerca di correre ai ripari e di ripulire l’aria da tutti respirata, qui nella penisola c’è ancora un governo ed un sistema d’impresa che ha sporcato e che continuerà a sporcare, urlando istericamente di avere il diritto di farlo.
