Berlusconi a Napoli: è finita l’emergenza rifiuti

“L’emergenza a Napoli sui rifiuti e’ finita”. Chi lo dice? Non i napoletani, certo, ma il Presidente del Consiglio, che ha già annunciato ieri questa dichiarazione in una conferenza stampa. Spiega che sono state tolte settemila tonnellate di rifiuti al giorno e, in più, trentacinquemila tonnellate che “erano rimaste inevase”. “C’e’ ora – osserva Berlusconi – una stabilizzazione che sarà maggiore quando andranno a pieno regime tutti i termovalorizzatori”. Peccato che almeno diecimila tonnellate di rifiuti urbani sono ancora a cielo aperto nei comuni limitrofi e 40mila sono in stoccaggio provvisorio. In pratica, è stata pulita in fretta e in furia la città capoluogo, sacrificando la provincia. Berlusconi dice di incassare, ma non incassa i primi risultati raggiunti dalla gestione del sottosegretario Guido Bertolaso e si prepara a lanciare la strategia di comunicazione “per il riscatto dell’Italia da questa vergogna”.

Solo strategia di comunicazione, quindi, studiata a monte di una reale soluzione del problema. Fumo negli occhi degli italiani, l’ennesima trappola mediatica, nella quale non casca l’Unione Europea, che da Bruxelles risponde freddamente, attraverso Barbarba Hellferich, portavoce del commissario all´Ambiente, Stavros Dimas: “Per noi, contano i fatti, non le parole”. Poi la signora Hellferich continua a strigliare il cavaliere: “Berlusconi può dire ciò che vuole, per noi contano i risultati. Il governo deve realizzare il piano, dimostrare che si risolverà il problema a lungo termine, con una gestione corretta dei rifiuti”.

Già, perché in Campania una gestione corretta non c’è. Un approccio a lungo termine non c’è. Restano quindi solo le parole vuote di un capo di governo che sostiene di aver vinto una scommessa. Senza neanche averla intrapresa. Nonostante questo, il governo, attraverso il ministero degli Esteri, esprime “viva sorpresa” per la dichiarazione della signora Hellferich. Restano nel frattempo aperte a Bruxelles le due procedure d´infrazione: quella sul caso Campania e quella aperta a febbraio, riguardante le discariche a cielo aperto in tutta Italia.

Berlusconi ha presieduto in Prefettura il suo secondo Consiglio dei ministri partenopeo. Tutto pronto per la conferenza-show, comprese le cartelle di appunti e il dossier di foto che sorreggono il messaggio: “La scommessa è vinta”. Certo, se ci si limita al centro di Napoli, sarà anche vinta, ma basta uscire dalla città verso est o verso ovest, per essere accolti da una distesa interminabile di rifiuti urbani, a marcire sotto il sole di luglio, e a far prolificare i topi.

Così, Napoli è la sua cintura di comuni torna ancora una volta ad essere il luogo delle contraddizioni. Un governo chiuso in Prefettura a parlare del nulla, in attesa di vantare vittorie inesistenti dopo qualche ora in una conferenza stampa, chiuso in una Prefettura che si trova in una piazza pulitissima, linda e splendente; poi però, Capodichino è invasa da sacchetti, materassi, scarti vari e Ponticelli è una distesa di rifiuti: e si tratta di quartieri dello stesso Comune di Napoli.

In provincia, il mare di rifiuti in fermentazione e decomposizione riempiono San Giuseppe Vesuviano, Sant´Anastasia, Boscotrecase, Somma Vesuviana: Oltre 10.000 tonnellate. Nessuno fa cenno alle altre 40.000 “temporaneamente” parcheggiate nei siti di stoccaggio provvisori: questi siti non sono discariche, sono luoghi a rischio per la salute pubblica, spesso immersi nel percolato. In questi siti invisibili, creati per nascondere i rifiuti, l’emergenza è riuscita a mimetizzarsi, ma anche a riprodursi. E nonostante la “temporaneità” dei siti, sono ferme le giacenze di mesi, o di anni.

Ma è evidente che questo per il governo non conta. Per un governo che si basa sull’immagine e non sulla sostanza, come se la gestione della cosa pubblica fosse una televendita o la conduzione di uno show televisivo, conta che le telecamere mostrino il centro città pulito. Infatti Silvio Berlusconi ha invitato gli europarlamentari di FI a rilanciare l’immagine di Napoli in Europa. “Ormai”, ha spiegato il premier “la città sta di nuovo per tornare alla normalità“.

Il Presidente del Consiglio ha riepilogato le tappe dell’emergenza rifiuti a Napoli, saltando spesso e volentieri dei passaggi importanti e non dimostrando una decente preparazione sull’argomento, ribadendo: “Il nostro impegno non verrà meno. Bisogna lavorare anche per il futuro non vorrei che ora ci fosse qualcuno che buttasse immondizia soltanto per oscurare l’opera del governo”. Ecco quindi su un piatto d’argento lo schema per il futuro napoletano: se l’emergenza proseguirà, come crediamo, allora sarà perchè qualcuno dietro le quinte manovra le cose per oscurare e infangare il suo lavoro. Saranno magari i soliti comunisti? Saranno forse i terroristi arabi? O gli immigrati clandestini?

Il piano – se così lo so può chiamare – del premier contiene anche un altro aspetto inquietante: Berlusconi ha infatti confermato che verranno diffuse nelle varie tv immagini del capoluogo partenopeo in modo da far capire ai cittadini la differenza tra come era la città due mesi fa e come è adesso. Pertanto, non si tratta di una soluzione all’emergenza rifiuti campana, ma dell’ennesimo grande spot pubblicitario di un uomo che sulla pubblicità, la merce più effimera che ci sia, ha costruito un impero. A spalleggiare il premier scende in campo ovviamente la struttura napoletana di Forza Italia. Berlusconi viene accolto da uno striscione alquanto ridicolo con sopra scritto “Semplicemente Grazie Silvio. Napoli è pulita”.

A predisporlo é stato il consigliere regionale di Fi/Pdl Fulvio Martusciello. Il ringraziamento al premier campeggia su una foto dell’entrata di castel dell’Ovo e del Borgo Marinari, uno dei luoghi più conosciuti della città. Certo, Martusciello non avrebbe potuto mettere Pozzuoli o Quarto, sommerse dai rifiuti, ma di certo è stato attento a firmare lo striscione con il nome del proprio sito internet, in modo da farsi a sua volta pubblicità e di compiacere il capo.

Il cavaliere, che già ha affrontato il “problema sicurezza” occupandosi della propria e cancellando dalla programmazione televisiva quella altrui, ha intenzione di ripetere lo stesso esperimento con l’emergenza rifiuti campana: cancellare dai sistemi d’informazione la realtà. D’altronde, una falsa emergenza creata artificiosamente non poteva che avere soluzioni altrettanto false e artificiose. L’essenza di questo governo.

In merito, però, mi servirebbero una serie di dati (provo a esporli- non si sa mai):
    1) Numero di libri pubblicati relativamente alla tematica “Rifiuti in Campania”;
    2) Giorni di funzionamento delle centrali/impianti di Cdr;
    3) Numero di interventi (nella zona della Campania) mirati alla cura di malattie respiratorie;
    4) Numero di quintali /tonnellate di rifiuti assorbiti dalle singole imprese (giornalmente dal 14 Agosto 2004 al 15 Febbraio 2008).

    Mi sto muovendo (contattando APAT, Palazzo Chigi, Asia SpA, Responsabili del Cardarelli) ma i risultati sono approssimativi e limitati.
